Bio

Franklin Scott Spears, Jr. has been a licensed attorney for 40 years and partner with Arenson & Spears for more than 35 years. Mr. Spears is rated AV-Preeminent by Martindale Hubbell, meaning that his peers have given him the highest possible rating for his legal ability and ethical standards. He served as an Assistant Attorney General of Texas from 1981 to 1983 and retired as a Commander in the U.S. Navy Reserve, Judge Advocate General Corps, after 24 years of service on 2007. He is currently a Lieutenant Colonel in the Texas State Guard serving as a JAG Officer. Mr. Spears served as a Board Member of the St. Mary's Law School Alumni Board for 15 years and Advisory Board Member of Ministry of Challenge. He served as a Director of the Lower Colorado River Authority and the Water Operations Chair from 2007 - 2019. Additionally, he is a former member of the Rotary Club of Austin, the Austin Bar Association and a past Director and Treasurer of Austin Young Lawyers. He began his legal career following graduation from law school as a Law Clerk for a U.S. District Judge. He received a Bachelor's Degree from the University of Texas and Law Degree from St. Mary's University.
