Bio

Richard (Rick) Finci handles criminal and traffic matters in the Federal and State courts of Maryland and the District of Columbia. He is well known as an expert in asset forfeiture matters, both in the Federal and State courts. He has significant experience in the Maryland appellate courts.

Rick is very active in professional and educational activities related to criminal and traffic law. He is currently serving his 4th consecutive 4 year term as Commissioner on the Maryland State Commission on Criminal Sentencing Policy, an advisory body, appointed by the governor, that is responsible for the Maryland sentencing guidelines. He served as President of the Maryland Criminal Defense Attorney Association, Chair of the Maryland State Bar Association Criminal Law Section and has led numerous seminars on criminal and asset forfeiture law.  He has testified before the Maryland State Legislature in successful support of the repeal of the Death Penalty in Maryland, Asset Forfeiture reform and on other occasions concerning Criminal legislation being considered.

He also served on a panel addressing witness intimidation (alongside Professor Byron Warnken, then United States Attorney Rod Rosenstein, Montgomery County State Attorney John McCarthy and State Public Defender Nancy Forster) and co-presented a seminar on plea bargaining and case screening at the Prince George’s County State Attorney’s Office with the Honorable Steven Platt.

Rick earned his Bachelor’s degree in 1981 from the University of Maryland and his law degree, cum laude, in 1984 from the University of Baltimore Law School, where he served on the law review. When not practicing law, he enjoys running and biking, golf, and spending time with his wife, children, and grandchildren.
